Summer Kostelnik

Policy Advisor, Office of the Intellectual Property Enforcement Coordinator

Summer Kostelnik most recently served as a policy advisor in the Office of the Intellectual Property Enforcement Coordinator (IPEC) within the Executive Office of the President, where she advised senior officials on a wide range of intellectual property matters and led cross-agency coordination efforts to advance U.S. intellectual property policy and enforcement priorities domestically and internationally. In this role, she helped develop the United States’ strategy on IP enforcement.

Prior to joining IPEC, Summer was a patent attorney in the Office of Policy and International Affairs at the United States Patent and Trademark Office (USPTO), where she advised the Under Secretary of Commerce for Intellectual Property and director of the USPTO on domestic and international patent issues and contributed to the formulation of agency policy positions and strategic initiatives. Earlier in her career, she served as a patent examiner in the medical devices field, applying technical expertise to the review of innovative technologies.
Summer holds a Bachelor of Science in Bioengineering and a Juris Doctor from the University of Pittsburgh.
